What is the pen that comes with a tablet PC called?

I also wish to know if I can buy such a pen and use it on my normal laptop through some input device, or if there can be such a pen which can be the input device itself, no matter what the writing surface is.

It’s called a stylus. It only works with a tablet or touch screen device. The tablet is the sensor that communicates the stylus activity to the computer.

There are some mice that work similarly to a pen, no tablet or touchscreen required. Ezonics ePen is a good example.
